£800 million regeneration of Teviot Estate wins planning approval

UK: Housebuilder The Hill Group and housing association Poplar HARCA have secured planning permission for the £800 million regeneration of the Teviot Estate in Poplar, East London. 

Approved by Tower Hamlets Council at its Strategic Development Committee on 8 July 2025, plans will deliver 1,928 new homes over four phases, including 508 affordable homes as well as public amenities, community facilities and major improvements to the public realm.

Designed by architects BPTW, the masterplan spans eight hectares and will include a mix of studios, apartments and family-sized homes.

Construction is expected to begin in 2026, with phase one delivering 475 homes – 44 per cent of which will be affordable, including 140 homes for social rent and 24 for shared ownership. The first completions are targeted for 2028.

The development will also include five new public squares, landscaped green corridors, a fully redesigned Langdon Park, and upgraded connections to Langdon Park station.

Further improvements will be made to Fawe Street Bridge and the Limehouse Cut Canal, alongside the delivery of a new mosque, shops, play areas and enhanced community spaces. Upgrades to lighting and CCTV infrastructure will support public safety and aim to reduce anti-social behaviour.

The regeneration follows a consultation process with Teviot residents. Social rent tenants within the regeneration boundary have been guaranteed the right to return to the new development on equivalent rent terms.

Developers say the project is expected to generate over £240 million in social value through community programmes and local investment, including a new pontoon on the Limehouse Cut Canal to enable water-based sports.

More than £400,000 has already been invested in pre-committee initiatives, with further funding planned over the project’s lifespan.

Completion of the full regeneration is expected by 2042.
