UK: Homes England has made two executive leadership appointments, bringing “extensive experience and trusted leadership” to the agency.
Alison Crofton has been promoted from chief property officer to chief regional delivery officer. In this role, she will lead delivery across the agency’s five regions, alongside the National Technical Capacity and Coordination Hub, helping to drive locally led delivery, supported by strong national capability.
Paul Murphy, currently deputy chief risk officer, has been promoted to chief risk officer and will continue to lead the agency’s risk directorate, strengthening the agency’s approach to risk management at a critical time for housing delivery.
Both will start their new roles on 1 March. The appointment of a new chief financial officer will also be made before 1 April.

Murphy added: “I am delighted to be appointed to this role at such an important point in the agency’s development. Housing is a critical priority for government and for society, and being entrusted with the role of Chief Risk Officer is both a privilege and a responsibility. I look forward to continuing to strengthen our risk framework so we can support ambitious delivery while maintaining strong governance and resilience.”
Crofton joined Homes England in 2020. She is a member of the Institute of Building and a Chartered Environmentalist with the Society for the Environment, bringing more than 20 years’ experience delivering major housing and mixed-use schemes while working for some of the UK’s largest housebuilders.
Murphy began his career as an international manager with HSBC in 1991 and spent 27 years in banking across a range of countries and institutions. Much of his career focused on risk management, particularly the management of credit and financial risks.He joined Homes England in 2019.
